Global Impunity Fuels Israel’s Illegal Push to Annex the West Bank, Amnesty International Warns
The failure of the international community to take decisive punitive action against Israel has helped turn the illegal annexation of Palestinian land in the occupied West Bank into what may soon become an irreversible reality, Amnesty International has warned.
In a strongly worded statement released on Thursday, the human rights organization said decades of inaction, combined with ongoing political and military backing from powerful states, have emboldened Israel’s far-right government to dramatically escalate settlement expansion, land seizures, and violence against Palestinians across the occupied territory.
According to Amnesty, the current Israeli administration led by Prime Minister Benjamin Netanyahu has intensified efforts to dispossess Palestinians at an unprecedented pace, accelerating policies that amount to de facto annexation under Israeli law.
“Turbocharged” Annexation Efforts
Erika Guevara-Rosas, Amnesty International’s Senior Director for Research, Advocacy, Policy and Campaigns, said Israel’s actions are being carried out with near-total impunity.
“The unconditional support of the United States government, combined with the lack of international accountability for Israel’s genocide against Palestinians in Gaza and decades of crimes under international law linked to its unlawful occupation and apartheid system, has further emboldened Israel to escalate its illegal actions,” she said.
Amnesty accused Israel of “turbocharging” settlement construction, formalizing land seizures, and backing settler violence, all while facing little more than diplomatic criticism from the global community.
Settlements and Land Seizures Expand Rapidly
The West Bank has remained under Israeli occupation since the 1967 Middle East war. Over nearly six decades, Palestinian land has been steadily fragmented by the construction of hundreds of Israeli settlements, which are illegal under international law.
Following the outbreak of Israel’s war on Gaza in October 2023, settlement expansion sharply increased. Makeshift settler outposts multiplied, while the population of Jewish Israeli settlers in the occupied territory surged past 500,000.
Amnesty highlighted a series of recent Israeli government decisions that collectively amount to annexation:
December 10, 2025: Israel’s Land Authority published a tender for 3,401 housing units in the E1 corridor east of Jerusalem, expanding the illegal settlement of Ma’ale Adumim. Human rights groups warn this would effectively split the West Bank in two, destroying any possibility of a contiguous Palestinian state.
December 11, 2025: Israel’s security cabinet approved plans for 19 new settlements, bringing the total approved under the current coalition to 68 in just three years.
January 5, 2026: Israeli authorities designated 694 dunams of land belonging to Palestinian towns in the northern West Bank as “state land.”
February 8, 2026: Sweeping measures were approved to expand Israeli authority across Palestinian-controlled areas, including easing the sale of Palestinian land to settlers.
February 15, 2026: The Israeli cabinet approved a decision allocating more than 244 million Israeli shekels ($78 million) to establish a land-registration mechanism in Area C, transferring authority from the military civil administration to Israel’s Ministry of Justice — a move Amnesty says amounts to formal annexation.
Violence and Killings at Record Levels
Alongside settlement expansion, Palestinians in the West Bank are facing escalating violence. Israeli military raids, arrests, home demolitions, and settler attacks have reached unprecedented levels.
Settlers, often operating with military protection, have attacked Palestinian villages, torched homes, destroyed farmland, and killed civilians. According to the United Nations, at least 1,094 Palestinians have been killed by Israeli soldiers and settlers in the West Bank since October 2023.
Last week, the UN Human Rights Council warned that Israeli policies in the occupied territory, including the “systematic unlawful use of force” and widespread home demolitions, appear designed to uproot Palestinian communities.
A new UN report raised serious concerns about ethnic cleansing, citing forced displacement and sustained attacks aimed at permanently removing Palestinians from both Gaza and the West Bank.
International Law Ignored
Amnesty emphasized that Israel’s actions directly defy binding international legal rulings. In 2024, the International Court of Justice ruled that Israel’s occupation of Palestinian territory is illegal and must end “as rapidly as possible,” including the dismantling of settlements and the removal of settlers.
In addition, the UN General Assembly passed a resolution setting September 2025 as the deadline for ending Israel’s occupation.
“Instead of complying,” Guevara-Rosas said, “Israel has simply invented new ways to violate international law, further entrenching its unlawful occupation and apartheid — while the international community continues, at best, to pay lip service to Palestinians’ rights.”
Failure of the International Community
Amnesty also criticized governments, particularly in Europe, for refusing to use leverage such as suspending the European Union–Israel Association Agreement or imposing sanctions to deter Israel’s actions.
“The expansion of settlements, land theft, and settler violence is a direct indictment of the international community’s catastrophic failure,” the organization said.
Without urgent action, Amnesty warned, Israel’s annexation of the West Bank could soon become permanent, eliminating any realistic chance of a two-state solution and leaving millions of Palestinians under indefinite military rule without rights or protections.
